Foxit and FireFox do not use the Adobe Acrobat Reader plug-in. I would try Internet Explorer or Opera. Google Chrome will work if configured to use Adobe Acrobat Reader Plug-in.
For a long form or any form you may have trouble with, I would download to my local computer and drive and then open if using Adobe Reader or Adobe Acrobat.
Also never ever use Apple/Macintosh Preview on any PDF and especially a form. Preview does corrupt PDFs and PDF forms.

I tried both Adobe Acrobat Reader DC version 17 and Adobe Acrobat Pro 2010 and both give me the same issue.

What do you see when you open the PDF in Adobe Acrobat/Reader. Do you see any error/warning. If yes - please share the screenshot.

I select the cursor not the hand, I click any of them fillable boxes, and the cursor shows up and flickers as normal. However, when I type on my keyboard, nothing shows on the screen. Before I close, I surprisingly get asked if I wanna save changes! The form doesn't look any different than when I opened it.

Sounds like the text you're entering is white, for some reason. Not sure what you can do. Try running a Repair Installation on Acrobat (from the Help menu). Maybe that will help.

I don't think this is the reason because I can fill in the other form just fine http://www.cic.gc.ca/english/pdf/kits/forms/IMM5645E.PDF . I also tried it in Foxit pdf reader, the same happens. Three: it actually never loads in my browser, the below screenshot is what I get in my browser so I try to download it instead. It might be that it never completely load and I end up getting a broken form. Is there any chance you could send me the form you downloaded yourself and verified to be workīng?

- Browser plugins often can't handle PDF forms, especially ones created using LiveCycle Designer (like this one), correctly.
- If the file wasn't downloaded in full it wouldn't have opened at all, but here you go, just in case:
